Location: Shelter Bay Rest Area (South of Revelstoke on Highway 23) & Wire Cache Rest Area (East of Clearwater on Highway 5)

Elevation Technical Services supported the Ministry of Transportation and Transit in upgrading electric vehicle (EV) infrastructure at two key rest areas in B.C.’s interior. The project scope included installation of FLO EV charging units, electrical kiosks, conduits, networking equipment, lamp standards, concrete pads, and parking lot enhancements.
Elevation’s role spanned civil design assistance, tender documentation, site supervision, financial reporting, and quality assurance implementation. Key challenges included relocating infrastructure at Shelter Bay to preserve trees, integrating unanticipated gateway modems for charger connectivity, and resolving design and property access issues at the Wire Cache Rest Area site.
“Our project team worked closely with the contractor to deal positively with issues as they arose. We successfully delivered the project on schedule and on budget despite the challenges,” said Vern Lange, Project Lead. Quality assurance work from the project team also contributed to the project’s success. Lange added “being proactive with the QA – ensured the contractor was aware of any prospective issues in advance and able to mitigate them as soon as possible.”
Despite these complex issues, Elevation collaborated closely with FLO and project partners to adapt designs, secure necessary rights-of-way, and ensure successful commissioning. Lessons learned emphasized the importance of proactive communication, detailed network planning, and thorough documentation during early project phases.
