Elevation Technical Services is expanding to include environmental services as part of its service roster. Under the leadership of Duncan Campbell, a seasoned aquatic biologist with a background in geology, the company now offers a well-rounded approach to infrastructure development, regulatory guidance, and environmental mitigation services.
Integrated Environmental Services
Elevation is redefining what it means to be a full-service environmental partner. We now offer in-house expertise that goes beyond engineering and project management, encompassing permitting, legislative compliance, construction, environmental management, and environmental monitoring.
“We can now provide a full suite of services through the new environment division including permitting, legislative and construction environmental management plans,” Campbell noted.
From erosion and sediment control to environmental impact assessments, Elevation’s services are designed to address complex situations where sensitive environments intersect with infrastructure projects of any size and scale.
Industry Experience
Duncan is responsible for the development and implementation of environmental management plans - Construction Environmental Management Plans (CEMP's), Environmental Protection Plans (EPP's), and Erosion & Sediment Control (ESC).

Campbell’s extensive fieldwork experience includes a wide range of terrestrial and marine infrastructure and resource projects that illustrate the level of care and precision acquired to help protect both aquatic and terrestrial ecosystems. For these projects he is responsible for salvages, surveys, and sweeps which include nesting birds, amphibians, fish, reptiles, dens, and bats.
“Every watercourse we’ve gone through that was fish bearing was our responsibility,” he explained, in reference to a recent project. “We would review the project’s plans for how they were going to dam, isolate, salvage fish… and then what their plans were for reclamation of those sites after.”

Campbell has worked extensively with pipeline companies and various industry contractors and subcontractors, navigating the complexities of regulatory frameworks and field programs to deliver environmental solutions for a range of projects, from private sector to industry.
Campbell remains current through active involvement in governing boards and continuing education. He is a member of the BC College of Applied Biologists and the Erosion and Sediment Control Association of British Columbia (ESCA BC).
Climate resiliency
Climate resilience is a cornerstone of Campbell’s work for Elevation. From species protection to access management, Elevation ensures that disturbed environments are restored and safeguarded for future generations. “We look at what we're doing in certain areas to maintain food sources for specific species or create an environment for endangered species,” Campbell explained.

Environmental Management & Audits
Elevation provides rigorous Quality Assurance (QA) and Quality Control (QC) oversight to ensure contractors meet environmental standards and regulatory expectations. Campbell’s leadership in post-construction monitoring and restoration planning is an asset.
“The QA/QC work covers everything in the environmental management plan, and auditing for clients or contractors,” he said. Reflecting on a recent project, he added, “We had to manage those sites and ensure that they were not having any impacts… and then submitted multiple years of post-construction monitoring to make sure that everything was successful.”
Elevation is actively expanding its network of Qualified Environmental Professionals (QPs) to meet growing demand and maintain high standards across all projects. “We are bringing on subcontractors and qualified environmental professionals to build a group of QPs that we can send out or use for QA/QC for ourselves,” Campbell said.
With the addition of environmental services to its roster, Elevation Technical Services is pleased to expand our service offerings to deliver projects for clients encompassing expertise in regulatory, environment, project management, construction services, engineering and Indigenous relations. We aim to offer tailored services to private landowners, small industries, and large infrastructure clients alike to build a future where development and environmental stewardship go hand in hand.
